Who Owns the Moon?

A NASA working group hosted a discussion last week asking the question "Who owns the Moon?" With the number of missions planned for lunar exploration, including all of the competitors in the Google Lunar X PRIZE, this is becoming an increasingly relevant and important question to answer. The Outer Space Treaty decrees that the moon and other celestial bodies are the property of all mankind, but that doesn't allow for anything useful to happen. So a solution needs to be found that allows people to use the vast resources of the Moon, while not allowing anyone to take control of the Moon.
